Four individuals accused in a London, Ontario investigation involving the manufacturing of explosives and firearms are now facing 19 additional charges, as per court documents submitted on Tuesday. Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji were initially charged in January and are linked to Western University as either students or recent graduates, with the three male suspects having backgrounds in the university’s engineering department.
The updated list of charges filed at the Ontario Court of Justice has expanded to include a total of 31 separate counts. Some charges are collective against all four suspects, while others are specific to individual accused persons. Among the new charges are allegations of possession of five distinct explosive substances, holding stolen property, and accessing computer data associated with firearm production.
The investigation, which was initiated on January 24 following a trespassing incident at Western University involving two individuals, resulted in the arrest of one person near the engineering building. Subsequently, the authorities located the remaining three suspects at a residence in the nearby University Heights neighborhood.
Law enforcement officers conducted an extensive search of the residence at 212 Chesham Place, where Wang, Han, and Ji resided, as well as two other residences in Orléans, Ottawa, and Gatineau, Quebec.
Initially facing multiple firearms charges, including handgun manufacturing and possession of a loaded restricted handgun, Tong, Wang, and Ji are now confronted with additional charges such as possession of magazines and suppression devices, as well as possession of another prohibited firearm. Tong and Wang are further accused of handling and carelessly storing a rifle.
Tong, who is burdened with the majority of charges, is also implicated in events in other cities, including storing rifles in Orléans, producing a prohibited firearm in Ottawa, and possessing a rifle at an unauthorized location in Quebec. Notably, Tong’s possession of a firearm at an unlicensed site contradicts the terms of his firearms license.
Wang faces fresh charges related to activities preceding their arrest, specifically being charged with weapon manufacturing between September 1, 2025, and January 24, 2026, and breaking into a Western building on October 9, 2025.
Court documents reveal that Tong, Wang, Han, and Ji are now accused of possessing explosive substances, including pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide, which are identified for the first time. The suspects were initially charged with possession of precursor substances and finished high explosives.
Furthermore, the accused individuals face a new charge of possessing Western University property valued at less than $5,000, with Wang individually charged with accessing computer data related to firearms or prohibited devices for manufacturing purposes.
In total, the breakdown of charges per accused person is as follows: Tong – 28, Wang – 20, Han – 11, Ji – 13. Currently, two suspects are out on bail, while the other two remain in custody awaiting further legal proceedings. Tong declined to seek bail and is detained, whereas Han was denied bail and remanded in custody. Wang was granted bail with stringent conditions, including 24-hour house arrest and supervision from two sureties who posted $200,000 each, while Ji is also on bail without sureties.
