In St. Catharines, Ontario, remnants of recent flooding are evident on the streets, with discarded items like couches, mattresses, and drywall stacked along the curbs. The city experienced three significant storm events within a short span of 11 to 12 days, marking the most severe storms in its history.
Mayor Mat Siscoe explained that while the initial storm was managed well by the stormwater system, subsequent storms overwhelmed the already saturated ground, leading to extensive overland flooding and sewer backups into residences. The situation was exacerbated by sewage entering some homes during the flooding.
In response to the recurring floods, Dave White of White Orchard Farms near St. David’s took proactive measures to safeguard his garlic crops, having learned from past experiences. Despite his fields being submerged during the recent storms, his crops were spared as he had harvested the garlic ahead of time and implemented drainage preparations on his land.
White, who also runs a restoration company, described the inundation of calls from homeowners seeking assistance as overwhelming. He emphasized the urgency of addressing the drainage sewage infrastructure to mitigate future flooding risks, attributing part of the strain on the system to increased housing and development activities.
The challenges faced by St. Catharines are not unique, as data from Statistics Canada indicates a significant portion of the country’s water and wastewater infrastructure is in poor condition. The city has been gradually investing in upgrading its sewer systems, but a complete overhaul would require substantial resources and time due to the lack of available contractors and labor.
Despite efforts to enhance the city’s infrastructure, the recent storms exceeded the capacity for which the drainage systems were designed. The consecutive storms posed unprecedented challenges, with the volume of rainfall surpassing the capability of the drainage infrastructure, leading to treatment plants operating at maximum capacity and even entering bypass states.
To address future flood risks, St. Catharines is exploring innovative solutions such as redesigning parks to absorb excess rainwater temporarily and implementing stricter stormwater retention requirements for new developments. However, Mayor Siscoe emphasized the need for additional provincial and federal funding to support the extensive infrastructure upgrades required to protect the city from similar crises in the future.
