The conduct of the U.S. ambassador to Canada has stirred discontent among many Canadians. More than 225,000 individuals have signed a petition in the House of Commons to designate Pete Hoekstra persona non grata, a rare diplomatic measure to expel an ambassador from the country. Jeremy Kinsman, a former Canadian diplomat with significant experience, believes Hoekstra’s actions do not typically warrant such a drastic step, reserved for extreme misconduct and direct interference in Canadian affairs.

Kinsman emphasizes the importance of separating the message from the messenger in diplomacy. He criticizes the Trump administration, embodied by Hoekstra, for delivering an unwelcome message through an undiplomatic messenger. Kinsman highlights that Hoekstra’s expressions of frustration and grievance towards Canada are perplexing to Canadians, who feel pressured to passively accept such sentiments.

Regarding the situation, the U.S. Embassy has refrained from commenting further on the petition. Professional diplomats like John Dinkelman have expressed dismay over the Trump era’s impact on diplomacy. Dinkelman, a former career diplomat and head of the American Foreign Service Association, stresses that diplomacy should aim to foster mutual understanding and collaboration, rather than needlessly alienating host countries.

The absence of appointed ambassadors in crucial diplomatic posts under the Trump administration has raised concerns among seasoned diplomats like Dinkelman. Approximately half of the U.S. ambassadorial positions globally remain unfilled, leading to a diminished diplomatic presence and effectiveness. The reliance on special envoys, including private citizens like Jared Kushner, to conduct sensitive foreign affairs missions has bypassed traditional diplomatic protocols, raising questions about transparency and diplomatic norms.
